The difference between DACA and a TPS-like status we could get from legislation is that:

DACA does not give us a legal status. TPS does. In other words, we'd be considered to be in the country legally at that point, as opposed to the very strange situation right now where we're still technically illegal/undocumented, but with a work permit. DACA says you're deportable, we're just not going to deport you right now, so here, have a work permit.

A legislative program that gives us legal status, like TPS or BRIDGE Act, would officially say: you're in the country legally now.
