In 2013/2014 the Republicans were proposing legalization for the entire undocumented population, but without a path to citizenship. Like TPS for everybody. You had to marry a citizen or serve in the military to be a LPR.
That was when the Democrats had the Senate and the Presidency. Dems shot it down saying that without a full path to citizenship it was a non starter.
