I think it has to do with the Central American child refugee crisis in which children from those regions came to the US to apply for asylum at an accelerated rate. While some were granted ayslum, unfortunately, others that truly deserved it didn't.
And, I'd say your correct but I do feel sympathy towards the DREAMers that were too old for a relief. Enforcement to curb legal immigration? That would make petitioning relatives like parents difficult which sucks.
