Sounds like propaganda to me. Aren't ICE detention centers under the Justice Department's Bureau of Prisons? If so? Then anyone arrested by ICE would be counted since immigration offenses are federal.

They're trying to group those who don't have immigration documents (civil offense) with US born federal inmates who are in jail for things like drug trafficking, child porn and other criminal offenses.
