Judge Hanen stopped DAPA because the Obama administration 'forgot' to submit it for the required 60 period for public comment. By 'forget', I mean sabotaged. How can lawyers at DHS, White House, DOJ not do it??? That is what prevented DAPA's implementation that the nonprofits do not want the immigrant community to know. Judge Hanen wrote so in his injuction.

Daca was submitted to public comment for 60 days, hence effective date was August 15 2012 and not June 15 2012.

But again, Daca is discretionary and not law, so Congress has the opportunity to fix this right now.
