It clearly says that checkpoints outside of the path will remain operational. So checkpoints that don't have to close won't close.

Yeah, just went and googled this since the above was haphazardly written. Basically checkpoints will remain open (which makes it hard to evacuate a city) but most just got to shelters any way.
I pictured BP using the opportunity of people moving around to set up checkpoints every where. This is not the case.
