I think that's what they're trying to to. Right now Congress has to approve the money for Hurricane relief. Trump probably wants Dreamer relief to be added to wall funding so he doesn't want to cancel DACA right now but later on when Hurricane relief is complete so they can start working on Dreamer/Wall funding compromise.
