Right now there are 246 republicans in the House of Representstives and 187 democrats, this unwritten rule says that 124 republicans need to support it for Paul Ryan to bring it up for a vote.

Haster rule has been bipassed, and i think the CO republican is planning on forcing the bill down through some procedure, basically the anti-Haster rule.
