he is not pushing Congress, he is passing this onto Congress. he does not want to deal with it. through these months, he has exemplified poor leadership, and what he did this morning is a prime example of such.

i personally find it absurd that anyone here can support him or his administration.

however, right now is not the time for that as regardless of what we think of him - the ball is no longer in his court, so we need to come up with strategies to pressure Congress in a way that is effective and quick.
