None, 16 and 17 year olds don't qualify for DACA (if I'm not mistaken).

To your point, a person 15 years 11 months vs a 17 year 11 months is that the 17 year old is 1 month away from becoming a full grown adult. People against the DREAM Act will automatically take this negatively. They will start saying that the Dream Act is legalizing full grown adults.

Regardless, I think we can agree that this new age restriction could possibly make the DREAM Act more difficult to pass. We're already up against a lot. I don't disagree with you. I'm just saying it's riskier.
