My guess is that its a bluff, but if he does go with it, he might have to make another difficult vote right before midterms. Another chance for a rider for us.

This issue isnt going away after December. I don't know why a lot of people on this forum seem to think December is do or die. March is when people will go out of status, PR nightmare and civil unrest!
