OP didn't quot the most egregious details of thier planned proposal:
"In addition to provisions in the RAISE Act, the White House’s immigration principles also include parts of the Davis-Oliver Act, including measures that would give state and local law enforcement power to enforce immigration laws, allow states to write their own immigration laws and expand criminal penalties for entering the U.S. illegally. "
Which basically means no DA, if insisted upon. They won't even get a majority of the Republican's to support them at this rate.
Its either a willful and deliberate attempt to sabotage any chance at negotiations or that they are too stupid and inept to even be mindful of it. I suspect the former.
Its almost as though we are back to where we were two months ago, because Trump cannot even make up his goddamn mind - assuming he even has one, since he is liable to change his mind once he finds himself in a roomful of different people with different demands.
Their is no long game for Trump; he is absolutely destitute of any fixed views - i.e. principles, convictions, commitments and believes, apart from his own self-interest; he is like an animal that lives in the now, for the validation and approval of others alone.
And he abhors all details. But that is what immigration is all about (in fact, governing in general), the granular level of details.
