This is my opinion. This is negotiation. I think Trump would grant citizenship to Dreamers if he got a third of what was on the list. Look at some of the stuff he says, "No Chain Migration" which only makes sense if they were thinking about giving green cards and citizenship.

He will play good cop to Nancy and Chuck, Miller will play the bad cop, and he will tweet crazy stuff to his base.
