In that time, the clean bill orgs should have spent analyzing in depth which border provisions we can live with and which ones we cannot. From there, the orgs should have accordingly exerted pressure. Asking for a clean bill for the last two or three months has been a waste of resources and time.

Well here's a little thing about negotiating, you start high and then go down and see how far down you have to go. If you start low then you have 0 leverage and you're a doormat.
Second thing is if the other part is even willing to meet you somewhere half way, if you look at ACA where they spend 18 months saying no fuck you, then there's no point in negotiating with someone like that.
Unlike Democrats in 2009 republicans don't hold 60 seats to force anything through without nuking the filibuster, reconciliation window closed no abusing that rule either, either they bend or they break. Remember, most people are idiots and have no idea who is running what, they just know who the president is and blame him for every woe of the country.
