There's two ways:
1. 10 days (excluding Sundays) pass from the bill being presented to the President. One exception to this is the pocket veto, basically the 10th day is when congress is not in session, however since congress holds pro-forma sessions pocket veto is limited solely to bills passed at tail end of the lame duck period.
2. Veto override (2/3rds of both houses), not a huge hurdle if Ryan and Turtle decide to throw Donald under the bus. Votes are definitely there especially in middle of a government shutdown, that is - if democrats get what they want.

He still could've vetoed it but that bill would definitely see an override. It passed with like 97 ayes in the senate.
