u need 218 votes in the house, and the GOP controlled house 243 members but around 30-31 of those are from the Freedom Caucus who probably wont vote for any spending bill that would add to the deficit.
so that brings it down to 213 votes 5 short of passage.
in the senate theres 52 republicans and 48 democrats. they need 8 democratic votes to invoke cloture and reach 60.

There's also another group of about 10 deficit hawks unaffiliated with the Freedom Caucus compromising their own entity. You go around counting these guys are really low on numbers.
