Actually, after reading through immigration programs and history, the situation is not technically unique. Presidents have been known to use their broad authority to grant discretion to individuals based on the unique circumstances at the time. Also, following Presidents have also been known to take away the very same discretion authorized if they were from a different party.
Still, on Congress, I am referencing back all the way to 2007 (which includes 2010). The Republican conference (both Senate and House) has used the same stalling tactics for the last 10 years on ALL pieces of legislation (from CIR to Dream Act) which tentatively authorizes the US government to forgive past unlawful presence. The same message has been given over the years if you look at what lawmakers have mentioned.
Imo, the biggest cruelty is to give a false hope when the evidence over many years have pointed in the opposite direction.
