That is all that is needed to kill the bill. If Republicans in the House do not honor the deal on DACA for Sen Flak and the Alexander/Murray bill double the amount among other things Sen Collins wanted, added to Sen Corker, the tax bill will have only 49 votes at best.

The way it's going that bill will be tits up very soon. Democrats will vote no, Freedom Caucus has their list of demands. Collins, Flake, and a few more voted only on promise of something else.
Only way for this to pass would be for the house to take the senate bill as is, which won't happen.
So if anything comes out of conference it will fail in the senate or in the house.
Remember how fractured democrats were in 2010? Where we had everything from socialists to moderate conservatives? This is basically the republican party today with fewer members.
