Trump doesn't have any idea what he talks about, he's all bluff. He lives in an alternate universe, so I wouldn't dwell on what he really means too much.

After all he's an amateur politician who doesn't like reading memos let alone bills consisting of several pages. So the odds he would veto anything containing a legislation fix to our situation are pretty low to none. And that's because he wouldn't know it's there lol
