Fox is told there is no concrete plan among GOP ldrs for how to avoid a gov't shutdown next wk. What may work in the Hse won't work in the Senate & vice versa. Could pass bill w/Dems. But they will demand DACA, et al. That could create an insurrection among some Hse GOPers
