I wonder if he means that the deal needs to end of chain migration for Everyone or just for the recipients of the DACA fix.

If he means everyone I don't see a deal being reached since is going to affect a lot of eligible or future eligible people. I would say that about 50% if not more of the 11 million undocumented people have USC children that eventually would qualify thru their children.

But who knows, anything can happen at this point.
