It all really depends on how everything is worded.

They can word to include only DACA beneficiaries.
They can word it to include anyone otherwise eligible for DACA (born after June 16, 1981, in US since June 15 2007, etc, etc).
They can word it to include any childhood arrival prior to a given date.
