Yup. He's an idiot, but he knows where good publicity is. He knows the general public, and many huge celebrities with hoards of followers, would applaud him for getting this done. He's repeating himself so he has something to go to when they ask why he didn't ask for the wall. He'll say Congress did what they were told to do.
