Earlier than that really. Also illegal immigration is just a fucking dog whistle as it has always been. They are cracking down on EADs for H-4 spouses w/ approved I-140s. Keep in mind those are people who are in US perfectly legally.
They were also thinking of trying to kill H-1B extensions past 6th year, but that faltered on the fact that'd violate AC21.
They are also cracking down on EB-5 program, and trying to raise the fees for Regional Center investments from $500,000 to $1,350,000 and non Regional Center from $1 million to $1.8 million.
I guess even the Chinese, Indians, and middle Easterns with wheelbarrows full of money aren't good enough for them.
