I believe if Schumer has the courage to tell his caucus not to vote for clean CR, then yes. What's the point of having leverage if you are never going to use it? Will he? Maybe if enough progressive groups really pressure him.

Seems like it’d be tough for Republicans to pass a CR without a deal (defense hawks, appropriators, Democrats), and it’s tough for them to pass one with it (conservatives).
