I did not hear Cabello's speech. Assuming she in fact said that Dreamers built this country, she is not correct. But, at the same time, who cares? Can ANYONE actually successfully tell me who built this country? No, because the answer is messy and has multiple valid answers that are all somewhat true.

As for Tariq's response...he isn't a prominent black acitivist. He is a fringe pan Africanist that is problematic. He doesn't represent mainline black activism, and we shouldn't say that "black activists are not with us" because of the comments of a fringe person.
