They were able to pass the tax bill with a simple majority because of the Byrd Rule, which is condition of the “budget reconciliation” process that allows Republicans to pass legislation with only 51 votes in the Senate. Congress uses this process to fast-track passage of laws related to spending and revenue, which the GOP has used for their tax reform bill. Only a simple majority vote is required.
