Yeah, it is normal. I assume the "initial" is of concern. USCIS is just being specific in case a follow-up interview may be needed to clarify some details of the petition.

Your case sounds like most all went well. There were no issues I could read about. They are probably simply going over the evidence very carefully before adjudication...just in case there might be any issues that did not pop up during the background check or interview process.
