#QueenOfTheHill is a special rule intended to regulate floor consideration of a specific legislative measure named in the resolution, that suspends current House rules of no amendments allowed AFTER the full text of the bill is adopted.
It allows for legislators to go back in to a bill that would previously NOT be amendable and alter it-the
#QueenOfTheHill rule allows the chamber to consider alternative proposals in sequence, which would normally not be allowed.
#QueenOfTheHill states that whatever measure proposed receives the MOST votes (regardless of the order in which it was voted on) will be adopted. This allows for competing proposals to each be considered by the House AND ensures that the measure with the most support is adopted.
The measure proposed must also surpass the threshold for the majority (more than 218 votes) to be in the running for the final standing amendment in the
#QueenofTheHill race.
