I believe some in the GOP purposely put certain requirements (pillars) knowing that it was unlikely an agreement between GOPs & DEMs would occur at this moment in time. Just look at how little time McConnell allowed it to be discussed in the Senate, and Ryan won't even bring any type of bill up in the House. It was meant to derail talks and progress. And it worked.

Border Security/Border Wall for DREAM Act is a middle ground and a decent deal. Democrats get DREAM Act. Trump gets his wall. It's a win-win.
