President Trump suggested in tweets a few days ago that if Congress fails to approve money for his border wall, he would simply shift money around and have the military build the wall. Such a "transfer" as it's called in Congressional parlance is almost impossible.
Under the Constitution, Congress controls the purse, not the executive. Article I, Section 9 states “No Money shall be drawn from the Treasury, but in Consequence of Appropriations made by Law.” The admin can't just take $ Congress targeted for 1 purpose & use it for another
Wall money would fall under the DHS Apps Bill, which Congress hasn’t approved yet. Trump already signed into law 2 bills dictating how the military spends it money. the Defense Apps Bill and the Military Construction Apps Bill. You can't go back after the fact.
On wall money, Ryan said they could “get into the conversation about reprogramming” money for the wall. But "reprogramming" lies within individual appropriations bill. Taking money from defense & moving it to DHS is a "transfer." Such a transfer must be ok'd by Congress
