The interesting part here is Dem still wants some sort of funding fight in February / March. Their two proposed bills previously puts the funding fight in March. This one would put the fight in February for DHS. By purposefully funding everything except DHS, I think dems are making a move on immigration.

The two best times for congress to do something is
- February / March (funding expires at least one department so a must pass bill must be made).
- Whenever / if SCOTUS decides to take on / rule on DACA. The time for this is unknown but if it happens this year it should be before June.
