I will concede that the biased 9th circuit will probably file to prevent him, but that will only serve to raise the stakes. I'm sure trump knows the 9th will stop him and presumably has a game-plan.

He probably wont announce an emergency, but he also will probaby stick to his ground now that the stakes are so high. Just so you know your task is to prove that he will cave.
