But that begs the question: Did he violate the APA on purpose?
I find it hard to believe that it was by accident given the history with DAPA, the tons of lawyers in the Justice Department, and the fact that USCIS has issued rules in the federal register during his 2 years.
That also begs the question: Did Obama purposely violate the APA with DAPA? Something as simple as proposing a rule through the 60 day comment period can't be missed, unless on purpose....
