It's basically what Nielsen and someone else didn't want to do and they got fired for it. If I recall correctly there's a lot of issues, things that came up like separating parents from their children who are citizens so she didn't want to go after those people. Since she's gone now, it looks like anything goes.
The promise to deport 1 million people will definitely include people that have been here for awhile, including parents of USC children and they've probably been here for awhile. Otherwise, Nielsen wouldn't have been fired.
