For Dreamers, the better choice will be Trump. Unless Democrats (or Republicans for that matter) also win filibuster proof majority, there will not be any sort of legalization bill.
For overall public health crisis (COVID-19 outbreak), I think the better choice will be Biden.
I think at the moment public health is the issue number 1. Democratic northeast state (CT, NY, NJ) have literally led the country in handling the crisis.
