There isn't any new powers. SCOTUS said the administration failed to go through the full APA process, exactly how DAPA was killed. There is nothing stopping the administration from going through the APA process and ending DACA.
There really isn't anything better. AP, renewals, new applications should be accepted right now but I don't know if DHS are processing those. By law they should be. The best he can do is do allow something longer than 2 years for the EAD. However, republicans think goodlatte / bridge act is "good" and might possibly claim it's better than DACA, but it's not.
Since they're strongly pushing merit based immigration, it makes sense that'd they want stricter requirements (perhaps to DACA as well) and change DACA to where you need to have more requirements that before in terms of education, income, etc. For example, if you get a traffic ticket you won't be able to renew. To the Trump adminstration, that's a "better" DACA.
We need to see the text, this is all speculation.
