Probably. But most likely any action that harms DACA without an equal or better replacement will be challenged in court, or just challenged altogether regardless if it is better than DACA or not. That leads me to think nothing will happen this year.
Think about it, he believes SCOTUS gave him limitless powers when it comes to immigration policy which isn't the case at all!
Plus, he is is announcing something that has not happened yet. What kind of strategy is that? If his advisers are crafting something they are doing a terrible job.
