Standalone, depends on how big is the majority but I can imagine it could pass. Biggest problems are Manchin (D-WV) and Tester (D-MT) two DINO hacks that probably wouldn't vote for it. On the flip side there's Murkowski (R-AK). It probably would squeeze through in a 51-50 vote.
As a part of CIR, yeah it'd pass.
