There are several Democrats, especially in the deep-red state who won't votes yes. 11M is a hard sell that won't fly, plain and simple. Dems will lose the house and the senate if they try this.. but it is a great way to raise money and donations to their cause.



Reconciliation also implies costs, you're going to have to associate a cost to the immigration plan. That is difficult to quantify in the context of the bill. Daca and TPS is well documented and is an established program, so it may be easier to pass through the reconciliation because they already have a lot of data on it.

From what we have seen, it is possible to get a small narrow bill through but CIR is most likely dead in the current political environment.
