I appreciate Durbins efforts to pass the Dream Act but after it originally failed 20yrs ago I wish they would have immediately tried to push through a removal of the 3/10 yr ban for childhood arrivals. Honestly you could sneak something like "8 USC 1259 (a) is amended by striking '1972' and inserting '2020'" into basically any bill, especially if you hide it in technical amendments to things like the Tax Code, nobody would fucking read this shit this closely. You could be even cheekier and change 19 to 20 and 72 to 20 in two different sections so it doesn't look like you're messing with a date.
Honestly at this point I think it's just a lack of will rather than lack of means.
