Sen. Kirsten Sinema won't go along
She, like Manchin, want the Senate to come together and pass bills on bipartisan negotiations.
Manchin is just saying what most Democrats have said before. He won't change the filibuster. He would lose his next reelection if he did.
It's all about protecting their political campaigns.
The way forward is for negotiations to start right after the House votes out those two immigration bills (Ag jobs/ Dream Act/TPS)
