Manchin is just saying what most Democrats have said before. He won't change the filibuster. He would lose his next reelection if he did.

This is it. The only way Dream Act will pass is through regular stand alone vote. Ain't know "budget reconciliation" BS happening. The Dems will simply not do that. They will drag this out as much as they can but I do firmly believe this is it...it is going to pass now. They've kicked the can down enough.
