Funding parts of the physical wall versus funding the entire wall can make difference between a huge victory for R's versus something that's equivalent to breadcrumbs.

For the record, I don't care if a wall is built and if it's done by R's and D's if it means we get a permanent solution. If I think it's realistic and could happen, that's a different story.
