did Schumer voted 'NO' purposely so they get to reconciliation ?

What a fantastic strategy if he did and it passes!! He knows from experience there's no bipartisanship in today's congress! So no need to waste time and efforts with Republicans, they're just gonna obstruct everything coming from Democrats and play games. Way to go!
