Anybody read the 81 pages and can do a TLDR; version? I was reading till page 4 and ran across the requirements again. I'm not going to lie, I was hoping that maybe they slipped in something in there to remove the age limit, but nope...I still miss the cut-off by because I was born 6 years too early. I did however notice the bit I didn't notice in the original DACA requirements. What do they mean that by the part in bold about the age requirements, unless they have been in removal proceedings or have a final order? Does that mean that those people don't qualify for DACA or does it mean those who don't meet the requirements get a free pass and do qualify regardless of birthday?

Coast Guard or Armed Forces of the
United States; (6) not been convicted of

misconduct, or otherwise pose a threat
to national security or public safety; and
(7) been born on or after June 16, 1981,
and be at least 15 years of age at the time
of filing, unless the requestor is in
removal proceedings, or has a final
order of removal or a voluntary
departure order. The proposed rule also
would state that deferred action under
DACA may be granted only if USCIS
determines in its sole discretion that the
requestor meets the threshold criteria
and otherwise merits a favorable
exercise of discretion.
