The 5th circuit will rule the same as Hanen and keep the stay on renewals. SCOTUS is where this will be settled. My opinion is that they will rule against the states. Wasn’t there a recent legal victory in SCOTUS stating that the president did have a say in immigration enforcement? Kinda hard to see why they would rule DACA as unconstitutional.
