It's basically back to status quo. Gist of it being that if you EWI'd you'll likely need an I-601A. If you overstayed, used AP, or had a Quilantan entry then you will remain eligible to adjust.
Of course it all depends. There are ways to adjust after an EWI (e.g. VAWA or COR), there's also ways to get banned for life after an overstay (claim to be a US citizen in any context).
