The first priority will be the budget reconciliation. Republican first need to show their voters that they are trying to fulfill their "mandate" by trying to pass bills alone or along the party lines..
I agree about the best chance. Democrats are trying to change the public image regarding immigration, border security, and enforcement, the proof being the enforcement-only bill in 2023. It might be possible to get seven Democratic senators to vote yes on another bill.
