I think the Supreme Court is likely to agree with Trump. Apparently the original intent around it was that it was supposed to apply to slaves. In its original context it was that Native American tribes were outside of Jurisdiction but were granted citizenship.

The constitution should be interpreted literally, reaching back in time to recontextualize is just that, a reach. Are the parents within the jurisdiction of the US, yes or no? Yes. Apparently they want to exclude visa holders, but they are even more under the jurisdiction of the US.
